When a faculty is expanding, it is not always clear if the space needed can be granted by reorganizing existing buildings, or a new one has to be built. As reorganizing – even considering the cost and disruption caused by moves and the cost of retrofitting – is much cheaper than building new ones, this decision requires thorough justification and preparation.
